William is a lawyer that you can find in the 8th Rescue Expadition called 'Court Trial Illusions'. After you finish it, he will join you as a permanent worker on your main island.

   

Please note that after the expedition, William may be locked in the area on the left near the sea. That means that you need to open that area and then he will join your island.
