Can't collect resources at a neighbor's location and get friendship runes? Most likely you are not friends in the game.

To check this, go to the "Guild" tab.
   
The members in the red frame are your neighbors in the game and in the white frame the ones that aren't your friends (you do not follow them, they do not follow you).

This means that you can walk to each other's locations, but you won't be able to collect resources and get friendship runes.

Note! To be in the same guild, it is not necessary to be friends in the game. However, you can always make friends by sending a friend request in the Guild.
