You will first need to receive a specific story mission about it before you can open it.
What should I do to unlock the Hotel?

Complete tasks sequentially. The Hotel's unlocking happens gradually, advancing step by step through the main story.
Keep an eye on active missions. Continue to complete the tasks currently available to you to advance the story.
